11^th Hour Service’s Strategic Planning offering includes services that focus specially on enhancing the Agency’s long term capability to achieve their Vision, Mission, and Organizational Objectives. This supports all offices within the organization and is a five-phased process that includes:

Acquisition Management; and
Program Management.

Our approach to strategic planning allows for Agencies to determine a strategy, set priority goals, and appropriately allocate resources to most effectively achieve those strategies.

Evaluation of Strategic Plan and Tactics

Evaluate Position

Evaluating the position of an organization ultimately boils down to determining where they are within their current industry or as it relates to their mission. This includes, but is not limited to:

Industry and market analysis;
External stakeholder evaluation;
Employee and internal stakeholder evaluation;
Sentiment analysis;
Strategic gap identification; and
SWOT analysis.

The information obtained in these processes will be the baseline to inform the rest of the strategic planning process.

Develop Strategies

Developing the strategy for an organization boils down to determining the what an organization wants to do within their industry or as it relates to their mission as well as why. This includes, but is not limited to:

Determining organizational mission, if not already completed;
Identifying core values and believes;
Establishing a vision;
Determine short, mid, and long-term objectives that link to the mission;
Determine strategic risks; and
Evaluate cost-benefit for objectives.

Build Strategic Plan

Building the strategic plan focuses on how an organization will accomplish the strategic plan and who will assist in the accomplishment. This includes but is not limited to:

Develop tactics to achieve the strategies leveraging the information in the “Evaluate Position” phase;
Prioritize strategic objectives to focus the use of limited resources;
Create sub-objectives at an office/bureau level, as well as down to the program level, and even the employee level;
Establish performance measures for sub-objectives;
Determine reporting methodology and cadence; and
Develop objective-level budgets.

Manage Tactics and Execution

Managing tactics and execution focuses on when an organization will accomplish the strategic plan. This includes, but is not limited to:

Establish plans for each sub-objective;
Determine the objective influence network (i.e., executive sponsor, owner, contributor, influencer, etc.);
Enable communication plan to organization; and
Establish touch-points.

Evaluation of Strategic Plan and Tactics

Two things needs to be measure at various frequencies throughout the strategic planning and execution process: (1) how well the strategy is assisting the organization in meeting its mission, and (2) how well the tactics, or objectives, are assisting in accomplishing the strategic objectives. This should be measured by:

Monthly sub-objective progress reporting;
Quarterly tactical evaluations; and
Annual strategic evaluations.

The cadence of the reporting and evaluations can certainly be what best aligns with the organization. Ideally, enough time and thought should be put into strategic objectives that they should not be changing often, and if they do, the changes should be minimal. The tactics that are being used to achieve those strategic objectives may — and often will — shift depending on the environment and other factors.
