Mr. Vineyard is the Director of 11th Hour Service’s Federal Civilian Practice with over ten years of risk management, financial management, and management advisory experience. In additional to serving as the lead of our Civilian Practice, he also serves as the lead for our Enterprise Risk Management, Financial Management & Reporting, and Data Analytics & Automation business offerings across the firm.
The focus of Mr. Vineyard’s experience has been in establishing, maturing, and improving Federal risk management programs by leveraging his expertise in federal financial statement audits, and the identification and management of risk through business process engineering/reengineering. This includes extensive experience concentrated in Federal ERM program development; financial statement and performance audits; audit readiness; Office of Management and Budget (OMB) Circular A-123 assessments for Appendices A, B, C, and D; corrective action planning; policy development; workforce development; business process improvement; and financial management advisory experience with everything from small, single office to large, complex, and decentralized agencies in the Federal Government agencies.
Mr. Vineyard is active in the risk and financial management communities having held multiple positions with, and having developed numerous pieces of research and thought leadership for the Association for Federal Enterprise Risk Management (AFERM), Association for Government Accountants (AGA), Financial Accounting Standards Advisory Board (FASAB).
