Position: Senior Consultant, Transportation Analysis

Location: Alexandria, VA (3-5 days/week on-site)

Clearance: Active Secret Clearance Required

Education: Bachelor’s degree required

Years of Experience: More than five years of relevant experience. A Master’s degree can be substituted for two years of experience.

Directorate Overview:

The Transportation Directorate is responsible for establishing policies and providing guidance to DoD Components for efficient and effective use of DoD and commercial transportation resources. The directorate coordinates and negotiates with federal departments and inter-agency partners regarding transportation and distribution-related matters, ensuring that the Defense Transportation System is effective in providing end-to-end support to the warfighter, utilizing commercial and organic resources. The directorate advocates for US civilian transportation capabilities sufficient to support wartime requirements, oversees the Department’s Personal Property and Mail Operations, and processes Domicile-to-Duty requests for DoD agencies.

Position Overview:

The Senior Transportation Analyst supports the DoD Transportation Directorate in the development, oversight, and execution of transportation policies, programs, and operations that ensure efficient and effective use of DoD and commercial transportation resources. The role applies broad technical expertise across logistics disciplines to analyze requirements, develop innovative solutions, and enable end-to-end support to the warfighter through the Defense Transportation System.

Responsibilities:

  • Support the Transportation Directorate governance, programs, and standard tasks.
  • Provide technical recommendations and draft updates for transportation policies, directives, and regulations.
  • Manage policy exception requests, DTR changes, and domicile-to-duty approvals.
  • Oversee JTMS operations and troubleshoot system issues.
  • Conduct data analysis, reporting, and category management to inform decisions and improve efficiency.
  • Research industry best practices and recommend process improvements to reduce redundancy and costs.

Desired Expertise:

  • Strong knowledge of DoD transportation policies, directives, and regulations, including the Defense Transportation Regulation (DTR).
  • Deep Sealift operations experience.
  • Knowledge of and experience with MARAD, MSC, and SDDC operations.
  • Knowledge of and experience with VISA, VTA, TSP, and MSP.
  • Knowledge of and experience with Charter, Commercial, and organic sealift requirements.
  • Knowledge of and experience with the Jones Act and cargo preference as it relates to sealift requirements.
  • Strong analytical skills to evaluate initiatives, identify gaps, and recommend innovative solutions.
  • Ability to develop and deliver reports, metrics, and recommendations that support decision-making at senior levels.
  • Excellent communication and coordination skills to engage with federal, interagency, and industry stakeholders.
