Title: Senior Consultant, Correspondence & Task Management
Office/ Directorate Overview:
Ensures all communications destined for Department of War (DoW) senior leadership are structurally sound, grammatically flawless, and strictly compliant with official DoW correspondence standards. Additionally, this role serves as a primary operator of the Correspondence and Task Management System (CATMS), ensuring seamless routing, accountability, and historical archiving of executive actions.
Position Summary:
This role is fundamentally about facilitating clear communication and smooth workflows at the highest levels of the Department. While a strong commitment to accuracy and technical proficiency in CATMS is essential, the ideal candidate is primarily a collaborative partner. Rather than simply enforcing formatting rules, the Executive Editor serves as a vital guide for Action Officers—helping them navigate complex staffing processes, refine their messaging, and manage shifting deadlines gracefully. The position empowers DoW senior leaders by providing them with the polished, policy-aligned, and well-organized information they need to make well-informed strategic decisions.
Key Responsibilities:
- CATMS Administration & Workflow Management: Serve as a subject matter expert for the Correspondence and Task Management System (CATMS). Initiate, route, track, and close out executive taskers. Ensure all internal and external coordination (concurrences/non-concurrences) is accurately captured and permanently archived within the system database.
- Editorial Quality Control: Draft, Review, revise, and format high-level memos, reports, briefings, and letters to ensure adherence to the DoW Correspondence Manual (DoDM 5110.04-M-Vol 1 Dated June 6, 2022). Maintain a consistent, authoritative, and clear executive tone that aligns with senior leadership messaging.
- Content Coordination & Triage: Collaborate directly with Action Officers (AOs) and originators across directorates to resolve ambiguities and strengthen arguments before advancing packages in CATMS. Triage incoming taskers to expedite urgent or time-sensitive actions.
- Security & Policy Compliance: Verify that all documents and their corresponding CATMS package entries correctly apply Controlled Unclassified Information (CUI) and classification markings in accordance with DoW security protocols. Ensure all enclosures and references are properly uploaded and cited.
Desired Expertise & Competencies:
- Demonstrated expertise in the Correspondence and Task Management System (CATMS) or equivalent DoD/federal enterprise task routing software. Experience with OSW and/or a Military Service organization focused on implementation of Asset visibility initiatives.
- Minimum of 5 years in professional editing, technical writing, or executive-level communications within a defense, military, or federal government environment. Ability to analyze, assess, and recommend improvements to policies, processes, and program controls.
- Mastery of the DoW Manual for Written Material (or equivalent military style guides), the Plain Writing Act, and standard staff action staffing procedures. Experience using CATMS and other task/tracking systems for staffing.
Required Skills & Experience:
- Bachelor’s Degree plus 5+ years’ experience or Master’s degree and 3+ years’ experience.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Must be willing to go on-site in the Pentagon up to 5 days a week.
- 5+ years’ experience with professional editing, technical writing, or executive-level communications within a defense, military, or federal government environment.
- Strong DoW background, familiarity with how senior levels of the OSW Staff operate.

- Excellent organizational, communication, and coordination skills for supporting boards, committees, summits, and cross-functional engagements.
