Project Description:

The project provides expertise in supply chain risk management, logistics strategy and policy, supply chain operations, and asset management. The team supports the full lifecycle of defense-wide logistics and SCRM policies, monitors sustainment programs, and strengthens visibility, accountability, resilience, and auditability across critical defense supply chains and assets. This project focuses on the comprehensive modernization, systematic tracking, and cross-functional synchronization of all active logistics and supply chain risk policies, instructions, and directives maintained by the office. By implementing rigorous administrative controls, strong records management, risk tracking, and proactive stakeholder coordination, this effort ensures all logistics and SCRM guidance remains accurate, compliant, responsive to evolving threats, and aligned with modern warfighting requirements.

Position Description:

The Consultant will support Department of War (DoW) supply chain risk management (SCRM) research, policy analysis, and coordination across logistics and supply chain equities. Focus areas may include acquisition, sourcing, procurement, transportation, distribution, materiel, maintenance, sustainment, readiness, industrial base risk, and supplier resilience. The role will develop research and policy products, track stakeholder equities, assess risks and dependencies, and translate findings into actionable recommendations.

Key Responsibilities:

  • Research DoW SCRM, logistics, supply chain, acquisition, sustainment, industrial base, and supplier resilience topics.
  • Review policies, executive orders, guidance, studies, and reports to identify requirements, impacts, and implementation considerations.
  • Support the development, staffing, refinement, and coordination of policy documents, briefings, talking points, memoranda, research products, and status updates.
  • Track SCRM and logistics equities, issues, risks, dependencies, action items, and stakeholder positions across DoW offices, commands, components, and mission communities.
  • Analyze how SCRM policies and requirements affect logistics operations, mission readiness, supply availability, sustainment, critical dependencies, and supplier resilience.
  • Support stakeholder coordination, policy reviews, working groups, governance forums, data calls, and issue resolution.
  • Synthesize information from multiple sources into concise findings, summaries, and decision-support materials.
  • Support reporting mechanisms, performance measures, implementation plans, and research methodologies.
  • Identify policy gaps, vulnerabilities, emerging risks, and opportunities to improve SCRM execution.
  • Prepare read-aheads, agendas, meeting minutes, action-item trackers, and follow-up communications.
  • Demonstrate initiative by advancing assigned work, identifying information gaps, anticipating coordination needs, and escalating issues appropriately.


    Required Skills & Experience:

  • Bachelor’s degree.
  • Minimum 2 years of relevant experience in research, policy analysis, SCRM, logistics, supply chain, acquisition, sustainment, industrial base management, transportation, or related defense or federal work.
  • Strong research, writing, editing, organization, and analytical skills.
  • Familiarity with DoW organizations, missions, logistics functions, supply chain concepts, or federal policy processes.
  • Ability to explain how SCRM requirements affect logistics and supply chain equities.
  • Experience supporting stakeholder coordination, policy staffing, working groups, meetings, or project activities.
  • Demonstrated initiative, reliability, attention to detail, and ability to work independently.
  • Proficiency with Microsoft Word, PowerPoint, and Excel.
  • Must be legally authorized to work in the United States without employer sponsorship now or in the future.
  • Must work on-site in Alexandria, VA, up to five days per week.
  • Secret clearance required.

     

    Preferred Skills & Experience:

  • 5+ years of relevant experience supporting DoW, defense, federal, military, or national security organizations.
  • Familiarity with SCRM policy, logistics planning, supply chain resilience, acquisition, sustainment, or defense industrial base risk.
  • Experience researching critical dependencies, strategic materials, supplier risk, production capacity, transportation networks, or supply availability.
  • Experience preparing executive summaries, research briefs, presentations, data calls, or decision-support materials.
  • Familiarity with DoW policy, governance, staffing, and coordination processes.
  • Familiarity with CATMS and DoW task management, including action tracking, staffing, routing, status updates, and closure.
  • Education or experience in logistics, supply chain management, public policy, national security, acquisition, or a related field.
