Mr. Lane (F. Jay Lane), Certified Public Accountant (CPA) began serving on the 11th Hour Service Board of Directors in 2019. He recently retired from KPMG as a Managing Director with over 18 years with the Big Four CPA Firm. During his career with KPMG, Mr. Lane was the account lead in the KPMG Federal Practice for the Office of the Secretary of Defense, Navy, and the United States Marine Corps. These complex and multi-location engagements included all aspects of financial management, audit remediation, information technology, data and analytics, accounting policy, supply chain, and risk management. Mr. Lane also supported the financial statement audit of the Federal Aviation Administration and consulting support to the National Science Foundation.

Mr. Lane spent over 20 years as a DoD civilian leading military and civilian personnel in the Air Force and the DoD Inspector General. At the DoD Inspector General, he was a member of the Senior Executive Service (SES) and managed all financial statement audits of the DoD performed by Federal Defense auditors (OIG, Army, Navy, and Air Force) as well as CFO Act and IT audits performed by independent public accounting firms. These large-scale and complex audits included the Army, Navy, and Air Force Working Capital and General Funds, as well as all Defense Agencies. Mr. Lane was also responsible for all financial related and performance audits of DoD operations. In the Air Force, Mr. Lane served as a branch chief, office chief, and auditor with The Air Force Audit Agency responsible for Command and Base-level operational and financial audits to include audits of readiness, property, and contracts. As a Budget Analyst in the Pentagon, Mr. Lane was responsible for aircraft programs such as the C-130, and V-22 Osprey. Mr. Lane also served as a Military Policeman in Vietnam.

As a Director on the Board of Directors for 11th Hour Service, Mr. Lane is focused on providing guidance and insight to support the strategic vision of 11th Hour Service, and to enhance both the solutions offered to and the team members delivering those solutions to 11th Hour Service’s clients. His primary area of support will be Public Sector Audit and Audit Readiness.

Mr. Lane is a native of Newport News, Virginia. He is a graduate of Old Dominion University and received his MBA from Barry University. He is a CPA and CGFM and is a member of the American Institute of CPAs, Virginia Society of CPAs, American Society of Military Comptrollers, and the Association of Government Accountants.
