Title: Consultant, Operations Research & Policy Analysis

Overview:

11th Hour Service is looking for an Operations Research & Policy Analysis Consultant to support the mission of the Office of the Under Secretary of Defense Acquisition and Sustainment OUSD(A&S)) by providing research and analysis to enable the delivery and sustainment of secure and resilient capabilities to the warfighter and international partners quickly and cost-effectively. The Consultant will support the Office of Policy, Analysis, and Transition (PA&T) which is responsible for assessing the industry sector, industrial base capabilities, and defense supply chains to identify barriers to resilience and develop corresponding policies and strategies to mitigate these challenges.

The Consultant’s role will include:

  • Research and analyze a variety of supply chain matters related to the DoD and defense industrial base’s acquisition, sustainment, and disposal of key items vital to national security and defense.
  • Conduct analysis, draft reports and briefs, and present findings to the director or DoD leadership with an enhanced ability to summarize information concisely.
  • Be familiar and comfortable with reading and analyzing legislative text, conducting open-source research, and using a wide variety of data sources and formats.
  • Adapt readily to changing tasks, priorities, and direction within the office while still meeting deadlines and product quality.
  • Development of leadership/management skills, performing benchmark analyses, building organizational design models, and defining business and technical needs.

Mission:

Support the OSD Office of Industrial Base Policy (IBP) Research and Analytics directorate which is responsible for assessing the industry sector, industrial base capabilities, and defense supply chains to identify barriers to resilience and develop corresponding policies and strategies to mitigate these challenges. Be directly involved in new contracts for OSD-level support including:

  • Identify, analyze, and utilize data on the defense industrial base to increase visibility and direct strategic decision-making.
  • Analyze market trends and industrial base capacity to improve future assessments and investments for building industrial base resilience long-term.
  • Enhance the strength of strategic and critical materials supply chains and policies.
  • Review past and present policies, oversight mechanisms, and other authorities to determine how DoD can more effectively incentivize its supplier base.

Minimum Requirements:

  • Bachelor’s degree from an accredited institution.
  • 5+ years of relevant professional experience.
  • Active Secret Clearance.
  • Ability to be on-site as needed in Alexandria, VA.

Areas of Delivery:

Project Management:

  • Experience conducting analysis to support investment and financial decisions for large international corporations.
  • Experience with tracking trends, identifying risks to DoD and the larger U.S. economy, and proposing mitigating solutions, including changes in policies, establishing market incentives, and potential investment strategies.
  • Experience in conducting analysis to identify policies or strategies leveraging existing DoD authorities to mitigate risks to the DIB or develop new or enhanced existing industrial capabilities.
  • Experience with Microsoft 365 products and Project Management Professional (PMP) certification techniques.
  • Understanding of supply chain risk management practices and can use research tools to conduct value chain analysis.
  • Can advise clients on future risk mitigation strategies based on identified risks through the supply chain due diligence process.

     

    Cost Analysis:

    • Skills as an analytical resource on the engagement team by helping to formulate and define systems scope and objectives through research and fact-finding combined with a basic understanding of business systems and industry requirements.
    • Expertise in analyzing and documenting data, conducting extensive research, and integrating business solutions.
    • Expertise in financial and data modeling, evaluates current processes, and prepares appropriate documentation for clients.
    • Experience with providing strong analytical support while serving to help identify the scope and objectives of project engagements, as well as provide analytical support and research within the firm on a day-to-day basis.
    • Completes assigned engagement tasks within the project scope and budget, while meeting deliverable requirements.
    • Conducts research and collects and distills data.

       

      Preferred:

      • Expertise in one or more of the following areas: Private equity and hedge fund research, financial modeling, market, and financial analysis.
      • Experience with conducting data analysis and data management, market and financial analysis, investment and equity analysis, operations research analysis, and critical and strategic materials expertise.
      • Bachelor’s degree, MBA, CFA Certification.

         

        Research Analysis:

    • Skills include support program management and familiarity with client issues, assistance with design issues, leading client teams, analysis of project data, and development of appropriate deliverables.
    • Proficient in the use of firm tools and enablers to better support the overall objectives and goals of the program objectives.
    • Experience with demonstrating these skills by performing status reports, verifying work plan completeness, and communicating with team members.
    • Other experience includes development of leadership/management skills, performing benchmark analyses, building organizational design models, and defining business and technical needs.

      Preferred:

      • Subject matter expertise in one or more of the following areas: International Traffic in Arms Regulations (ITAR), Committee on Foreign Investment in the United States, (CFIUS), Foreign Ownership, Control, or Influence (FOCI), Industrial engineering, Smart Manufacturing, Industry 4.0, Internet of Things, Model-based systems engineering, Digital Twin.
      • Can identify any associated risks and appropriate mitigation needed for execution of the contract.
      • Skills in identifying the data needed to provide enterprise-level visibility into the health, opportunities, and risks of Department of Defense (DoD) supply chains and the Defense Industrial Base (DIB). This includes review and analysis of available DoD contracts, budgeting, programming, and other data; other Government data (e.g., Department of Commerce, Labor, Census Bureau, etc.); and commercial data sources.
